The Israeli Ministry of Construction and Housing issued the tender for seven residential compounds just weeks before the country’s October 27 parliamentary election. The move, which follows an initial plan for over 3,400 units, faces intense criticism for its potential to bisect the West Bank and effectively terminate the possibility of a viable Palestinian state. Finance Minister Bezalel Smotrich previously characterized the project as a deliberate effort to bury Palestinian statehood.

Accountability and International Pressure

While UK Foreign Secretary Ed Miliband described the tender as an "unacceptable and destructive act" and pledged a comprehensive response, activists and legal experts argue that words alone are insufficient. Human Rights Watch researcher Sarah Sanbar warned that corporations bidding on these projects risk complicity in war crimes, while various advocacy groups, including Canadians for Justice and Peace in the Middle East, insist that only direct sanctions against those involved in settlement expansion will deter the current Israeli administration. As the international coalition warns businesses of the legal and reputational risks of participating in the project, the focus remains on whether these governments will translate their legal assessment of the settlements as a violation of international law into concrete economic measures.
