Federal Reserve Financial Services announced that early adopters are now testing ISO 20022 message formats, a critical step in enabling the system to handle the domestic portion of international payments. Payall Payment Systems is among the first participants evaluating the infrastructure, which aims to digitize compliance and risk-screening processes. Under this framework, FedNow acts as the bridge for the U.S. leg of a transaction, while existing correspondent banking arrangements continue to manage the overseas transfer.
This shift remains contingent on the finalization of proposed amendments to Regulation J and Operating Circular 8. While the public comment period for these regulatory updates closed in June, the Federal Reserve has yet to issue a final rule. Industry groups, including the American Bankers Association, have raised concerns regarding how anti-money laundering and sanctions screening will function across these hybrid payment chains. The Fed’s current proposal intends to support private-sector international services without the central bank directly operating foreign-currency transfers or creating global settlement rails.
